Initialize the OEBinaryIOHandlerBase with all the handlers specified by the options readOptHex and writeOptHex for reading and writing OEB files. The hex strings passed in as arguments specify which handlers should be used. The hex strings should be the return value of one of the following functions:

• OEBDefaultOpts

• OEBGZipCompressOpts

• OEBRotCompressOpts

• OEBAtomIntTypeOpts
