Capacity States

• OK: The cube has all the instances it desires.

• NoMatchingInstances: The cube’s requirements cannot be satisfied by any instance type available to Orion.

• NotEnoughCapacity: The cube wants to scale up, but there are not enough instances available to do so.

• NoEligible: The cube wants to scale down, but its allocations are active (that is, ‘not eligible’ for removal).
