OEReceptorHasCustomConstraints(rec: Union[OEGraphMol,OEMol,OEQMol],
                               enabledOnly: bool = True) -> bool

Returns true if receptor has custom constraints. If enabledOnly is true then at least one of the constraints must be enabled.
