Minor bug fixes

• An internal issue in OECreateIDStrings that resulted in hanging processes or crashes for some simple structures has been fixed.

• A minor issue that occurred when using a combination of OEMatchedPairOptions_IndexHSingleCuts and OEMatchedPairOptions_IndexHSites has been fixed. The OEMatchedPairOptions_IndexHSingleCuts option now takes precedence.
